PTA Attributes Internet Slowdown in Pakistan to Rising VPN Usage

ISLAMABAD – The Pakistan Telecommunication Authority (PTA) has submitted a comprehensive report to the Ministry of Information Technology, highlighting Virtual Private Networks (VPNs) as a significant factor contributing to the nationwide internet slowdown. In light of this, the PTA has suggested increasing bandwidth to meet the growing demand for internet services.

The investigation, which collected data from telecom operators like PTCL, revealed the extensive disruptions faced by users throughout Pakistan. These disruptions affected social media platforms, web browsing, and over-the-top (OTT) services, leading to numerous complaints about decreased performance and connectivity problems.

Key Findings from PTA's Report

The PTA's investigation brought to light several urgent concerns:

  • Access Issues on Social Media: Users experienced difficulties accessing platforms like X (formerly Twitter).

  • Decline in Data Traffic on Major Apps: Apps such as TikTok saw a significant drop in data usage.

  • Disruptions on OTT Platforms: Well-known streaming services encountered performance problems, including delays in video playback and communication services.

  • Impact on Fixed-line Networks: Providers like PTCL reported interruptions, especially in social media services.

Users faced considerable delays in video streaming, voice and video calls, and general online browsing. Although web browsing and data services were somewhat less impacted than other applications, the overall quality of internet service noticeably declined.

VPN Usage Overburdening Networks

The PTA has linked much of the internet slowdown to the increasing use of VPNs, which are becoming more popular for privacy and accessing restricted content. VPNs require more bandwidth than regular browsing, adding extra pressure on already strained networks.

PTA’s Recommendations

To address the issue, the PTA has suggested the following actions:

  • Increase Bandwidth: Expand network capacity to meet the growing demand for data-intensive activities like streaming and real-time communication.

  • Infrastructure Upgrade: Encourage telecom operators to improve their infrastructure to manage the higher load resulting from VPN usage.

  • Monitoring VPN Usage: Consider potential policies to regulate the widespread use of VPNs while still protecting user privacy.

A Growing Need for Connectivity

The demand for high-speed internet in Pakistan has surged due to the rise of online services, remote work, and digital entertainment. The PTA’s report highlights the need for investment in network upgrades to provide users with uninterrupted internet access.

Telecom operators have recognized the challenges posed by increasing data consumption and have shown their willingness to collaborate with the PTA to tackle these issues.

As Pakistan's digital landscape continues to grow, addressing bandwidth constraints will remain a key focus for both regulators and service providers.
